John Hanley

John founded Mosaic Consulting in 2025 after more than twenty years of service with the US Government.

That service began with reconstruction oversight from 2003 to 2005 as a budget execution specialist working with the Iraqi Ministry of Finance.

In 2006 John joined the Millennium Challenge Corporation (MCC) as it began its mission to reduce poverty through economic growth by empowering partners to manage transformative programs globally.

As a Director for MCC’s Program Financial Services, John was responsible for design of internal controls, financial oversight, financial reporting, and implementation of tax exemption agreements related to large infrastructure and wider economic development programs.

From 2021 - 2025 John served as Practice Group Lead & Senior Director, overseeing both the program financial elements of the portfolio as well as leading MCC’s work to support the human resources policies of partner government implementing teams.

In all these roles he has worked extensively across Africa, East Asia, the Near East, as well as Europe and Eurasia.

In recognition of his work John is the recipient of numerous awards, including the Department of Defense Joint Civilian Service Achievement Award in 2004 as well as the 2012 MCC Award for Excellence.

John currently serves on the Executive Committee of the Board of Directors for the International Consortium on Governmental Financial Management.
